Leaders are expected to have all the answers, even when they don't. The best answer right now is one that provides certainty, even in the most uncertain circumstances. Leaders can do this without knowing everything, by regularly making time for their people, being really present while they're with them, asking thoughtful questions and letting their people know they're not alone.
